Hurricane Harvey, the largest storm in the United States’ recorded history, resulted in an average of more than 33 inches of rain over four days. Court records state that some parts of Houston saw over 50 inches of rain during this short period.
In a victory against the government, a federal judge ruled that the flood damage above the two dams that span Harris and Fort Bend counties was a foreseeable result of the government’s actions.
